North Macedonia has made a strong start in its renewable energy certification system, issuing more than 100,000 guarantees of origin (GOs) in the first two months since the mechanism was introduced.
The National Electricity Market Operator (MEMO) launched the Register of Guarantees of Origin in April. On May 26, it officially issued the first renewable energy guarantees to state-owned power company Elektrani na Severna Makedonija (ESM) for hydropower production.
According to MEMO, 56,620 guarantees were issued in June for hydropower plants, followed by 51,046 in July for photovoltaic plants, bringing the total to 107,666 GOs. Guarantees have so far been issued for eight facilities, including hydropower plants Kozjak and Sveta Petka, and solar power plants Oslomej, Dolani Solar, EVN Solar 1, Štip Solar, Crn Kamen 1, and Crn Kamen 2.
MEMO stressed that more companies are joining the Register, calling it an important step in building a transparent and modern energy market. The operator also underlined that the system ensures compliance with EU standards by securing the issuance, transfer, and activation of GOs in line with European frameworks.
The rules for administering GOs are aligned with the European Energy Certificate System (EECS) and were developed in cooperation with Grexel, a company specialising in energy certificates. This partnership forms part of a broader Energy Community Secretariat initiative aimed at creating nine registries across Albania, Bosnia and Herzegovina, Georgia, Kosovo*, North Macedonia, Moldova, Montenegro, and Ukraine.
To date, Albania, Georgia, Montenegro, North Macedonia, and the Republic of Srpska have launched their registries. However, MEMO noted that full recognition of these guarantees in the EU will require additional steps.
