A person wishing to get a work permit in Malta must satisfy certain requirements. They have to be sponsored by an employer who is based in Malta, as this is the one offering the employment. The job has to be one that cannot be filled by any other citizen from the EU/EEA/Swiss national and hence only granted in the real need for foreign labour.
In addition, the applicant has to meet certain health and character requirements. The criminal record has to be clean, and medical examinations may be required depending on the nature of employment. Applicants have also to prove that they have qualifications and experience for the job offered.
Employers are required to demonstrate that they have made genuine efforts to recruit locally by advertising the job position to EU nationals before considering a non-EU
candidate. Only if there are no suitable EU/EEA/Swiss applicants can the employer hire a non-EU national.
